The energy sector is facing numerous changes and challenges in the near future. With the decision to move away from fossil fuels as a main energy source, nuclear energy is being researched with goals to have it implemented in various regions in Canada by 2035. 

For our 2025 IPEIA Conference & Exhibition, we are thrilled to be bringing our members and delegates this unique and exciting Special Sessions presentation. This 90-minute panel discussion will allow delegates to hear how regulatory bodies are progressing towards their decision making on the implementation and utilization of Small Modular Reactors as an energy alternative. This event will bring together industry leaders and policymakers to explore the potential of SMR’s as a transformative solution for clean, reliable and sustainable energy. 

This session will start with a presentation for our delegates that will help them learn about the implementation of nuclear energy in Western Canada. The presentation information is as follows:

  • Nuclear Power Construction vs. Codes, Standards, and Regulations – A Brief Introduction; Joel Pepin, PCL Construction Services

PCL Construction has worked in highly regulated sectors with stringent processes and procedures. They have supported a number of nuclear energy clients with new builds, refurbishments and in the construction of ancillary infrastructure supporting the nuclear reactor. 


After the presentation, we will have an open panel forum to allow our delegates to engage with Joel as well as local regulators. We tentatively have representatives from the following regulatory bodies taking part in this discussion:

  • Robin Antoniuk, ABSA
  • Chris Selinger, TSASK
  • Eben Creaser, NBBI

We are actively pursuing other regulatory bodies, who have nuclear power in production, to join this discussion as well. Please check back for updates.

  • The technology behind Small Modular Reactors and their role in the global energy transition
  • Benefits and challenges of deploying SMRs in diverse regions and environments
  • Regulatory frameworks and safety standards for SMRs
  • The role of SMRs in achieving net-zero emissions and tackling climate change

Risk Based Inspection (RBI) plays a pivotal role in how companies manage their pressure equipment within a mechanical integrity program.  RBI is a methodology used by companies to prioritize and optimize inspection, maintenance, and monitoring efforts based on the risk of failure of pressure vessels and other equipment.

Justin Daarud, from Cognascents Consulting, will lead a discussion that integrates the principles of API 580 (RBI) into a dynamic and engaging facilitated game. The game is designed to mirror the real-world challenges of Mechanical Integrity, requiring plant personnel to strategically allocate resources to prevent equipment failure and mitigate associated risks.

By simulating the decision-making processes involved in risk management, this interactive session promotes cross-functional collaboration among facility departments and deepens participants’ understanding of API 580 RBI concepts. The facilitation underscores the critical importance of inspection intervals in maintaining equipment integrity and minimizing risk. Through interactive gameplay, participants engage in meaningful discussions that enhance their knowledge of Mechanical Integrity and foster a culture of communication and risk awareness across organizations.
